FIRST BUILD To be able to take part in the debate at that sort of level it’s necessary to have a clear picture of how the telecoms industry is structured and how the various elements interact.

After all, you can’t contribute to an argument about Internet Content Regulation, no matter how important the Internet is to your business, if you don’t understand the role of the Internet and how Internet services are positioned relative to other telecommunications services. Furthermore, you can have no views on whether regulation should be applied or not, who to, or in relation to what.

SECOND BUILD And so TMA has developed a model of the industry which, at the most basic level, brings out the key structures and shows how they relate.

THIRD BUILD The idea is not to use the model to promote change within the industry, but simply to shine a light in a few dark corners, to illustrate what is meant by some of the terminology and to show the need for and likely impact of legislation and regulation.
